INVITATION FOR EXPRESSION OF INTEREST (EOI)
PROVISION OF INDEPENDENT PROJECT AND COST MANAGEMENT SERVICES FOR THE DEVELOPMENT OF AFRICAN QUALITY ASSURANCE CENTRES (AQACs) IN BENIN REPUBLIC, REPUBLIC OF CHAD AND GABON
The African Export-Import Bank (“the Bank” or “Afreximbank”) is a pan-African multilateral financial institution headquartered in Cairo, Egypt, established to provide financing solutions and advisory services for the expansion, diversification, promotion and development of Intra- and extra-African trade. In accordance with Plan VI, IMPACT 2026 objectives, Afreximbank set out to promote and facilitate the establishment of internationally accredited African Quality Assurance Centres (“AQACs”).
The AQAC aims to promote the establishment of internationally accredited facilities across Africa that offer testing, inspection, and certification services as well as training in conformity assessment. This ensures that products made in Africa meet applicable international standards and technical regulations in export markets. The AQAC initiative is also expected to expand trade under the African Continental Free Trade Agreement (AfCFTA). This project is jointly developed by Afreximbank and Arise IIP.
For this purpose, the Bank is inviting expression of interest from reputable consulting firms to provide Independent Project and Cost management services for any or all of the following project sites, as follows:
- Benin: located within the Glo-Djigbé Industrial Zone (GDIZ)
- Gabon: located within the Nkok Special Economic Zone (NSEZ)
- Chad: located within the Laham Tchad Industrial Zone (LTIZ)
Consulting firms making submissions should include the following information in their expression of interest, and attachments should be marked accordingly:
- Company profile, registration, location and ownership structure;
- Proof of experience of undertaking similar projects over the past five years;
- Proof of registration as a service provider with relevant authorities;
- Proof of technical and managerial capacity to handle a project of this magnitude.
- If applicable, a memorandum of joint venture; and
- Audited annual financial statements for the past three years.
Note: Submissions should be tailored towards areas of core competence, as the submissions for requested services for the three locations will be evaluated independently.
The expression is intended to facilitate the compilation of a shortlist of suitably qualified companies to be invited to tender for the respective services. The Bank will not be responsible for any costs associated with responding to this advertisement. Submissions should be delivered via email to procure@afreximbank.com no later than March 20th 2025, at 17:00 hours WAT. At the discretion of the Bank, a separate Request for Proposal (RFP) will follow the Expression of Interest process. Only qualifying companies will be invited to take part in the RFP process.
